What are the CAPAG proposals really about

The John Locke Foundation has just released a study by my colleague Daren Bakst putting the 56 proposals for new taxes and regulations being offered by the North Carolina Climate Action Plan Advisory Group (CAPAG) and being considered by the Legislative Commission on Climate Change. This takes the convoluted and in some cases misleading language used by CAPAG and their hired alarmist guns, The Center for Climate Strategies, and put it into non-obfuscating language that anyone can understand.
